And how is the contest not fair? One homepage mock, in exchange for a equally valued item. So IF a designer uses their powers of mind reading and correctly guesses the design you (and committee?) like.

And IF you (and committee) have taste.

And IF no one better submits a design.

And IF the design is coded correctly (visually accurate) to make the resulting PR good instead of bad.

And IF a Zune equals the cost of the time put in to produce a design better then everyone else.

And IF they happen to have nothing better to do then sure it is a very fair exchange!!

You can always do what a certain CSS author did, run the contest... tell everybody there ideas are not good enough... keep the prize. Burn up plenty of goodwill, and fans that you may have been building for your site, and get called plenty of names to boot.
